ADP’s Nela Richardson: Production and healthcare are hiring sectors to target in 2026

ADP’s jobs report delivered a sucker-punch to Gen Z grads this week: While hiring is up across private payrolls according to December data, it was offset by a significant drop in professional and business services.

This isn’t great news for grads who have sunk tens of thousands of dollars into tuition, or are hoping to pay off their debt burden by landing a role similar to those their parents held before them. Instead, the sectors that are seeing green shoots are those which require vocational or skills, jobs that historically have not required high-level academic qualifications.

ADP’s December report, released yesterday, showed the U.S. economy’s private sector added 41,000 roles in the run-up to Christmas. This bounce back could in part be linked to seasonality around the holidays. But optimists might suggest it hints at a potential turnaround from 2025’s low-hire, low-fire environment.

Among the sectors that added the most roles were leisure and hospitality, which added 24,000 roles, and trade and transportation, which added 11,000 roles. Conversely, sectors such as professional and business services lost 29,000 jobs while information services dropped 12,000 jobs.

The shift from white-collar office hiring—which went into overdrive during the COVID pandemic—to blue-collar roles in personal services, transportation, and hospitality is in-keeping with Dr Nela Richardson’s take on the labor market as a whole: Change is so rapid that even year to year, labor market entrants are facing a new set of hoops to jump through.

Richardson, ADP’s chief economist, said new graduates are struggling in the current jobs market. Responding to a question from Fortune during a media roundtable following the December data release, she said: “If you think of a recent college graduate compared to maybe their older brother or sister, it’s not the same jobs market. If you were looking for a job in 2023, and you were a young person, you could probably name your price: You could work from home, you could work remotely, there were a lot of different benefits.”

But the industry in which jobs are really accelerating, and will be for years to come, is healthcare. According to ADP’s reporting, education and health services added some 39,000 employees in December alone. This was a result of an ageing population that needs to be cared for, with waves of current healthcare professionals also approaching retirement, Dr Richardson explained.

“Education and healthcare services is the market for hiring,” Dr Richardson said. “The healthcare sector has an enormous demographic tailwind. Many of those people retiring are also in the healthcare services so that is a sector that needs to replenish.”

As the Congressional Budget Offie (CBO) reported in a release last night, the segment of the population aged 65 or older is projected to grow more quickly, on average, than younger groups, causing the average age of the population to rise. By 2056, the CBO reported, the Social Security population will grow to 364 million from 349 million in 2026.

Gen Z’s job market

In blue-collar and service jobs, Dr Richardson added, candidates have been getting promoted at the same rate as generations before them because there is such a shortage of labor.

That demand hasn’t let up, whereas it has weakened for office jobs. The picture for market entrants is bleak, she said: “Things have changed tremendously. While firms are keeping their workers, they’re not laying off. It is taking longer to get a job, and if you look at our new hire hourly pay data, wages haven’t increased for the past 16 months.”

While ADP’s research, based on private sector hiring, has been described as something of a keyhole view (because it does not represent the economy as a whole), Dr Richardson’s impression of a sluggish job market is in-line with public data. The Bureau of Labor Statistics’ Job Openings and Labor Turnover Summary (JOLTS) survey released yesterday showed the number of job openings was little changed at 7.1 million in November, down by 885,000 over the year. Likewise, the number and growth rate of hires was flat at 5.1 million and 3.2% respectively.

“So what do I tell my college-aged son?” Dr Richardson added. “I give them the bad parental advice of follow your passion. If I could make that more macro, I think things that are tied to production are probably going to do well in the next two to three years. Obviously jobs tied to AI, but you have to be careful with that: It’s deep, specialized skills as opposed to broad skills that seem to be rewarded in the tech landscape.” 

“We did see some increases there and so there may be some green shoots in terms of finance accounting. The overall trend doesn’t tell the whole story, and there are places to find work.”

Wife of Renee Good on fatal shooting: ‘we had whistles. They had guns’

The wife of Renee Good, the woman shot and killed in her car by a federal immigration agent in Minneapolis, says the couple had stopped to support their neighbors on the day of the shooting and described the mother of three as leaving a legacy of kindness.

“We had whistles. They had guns,” Becca Good said in a written statement Friday that was provided to Minnesota Public Radio.

The statement was her first public comment about the death of Renee Good, 37, who was killed Wednesday after three Immigration and Customs Enforcement officers surrounded her Honda Pilot SUV on a snowy street a few blocks from the couple’s home. Video taken by bystanders show an officer approaching the SUV stopped across the middle of the road, demanding the driver open the door and grabbing the handle.

The vehicle begins to pull forward and a different ICE officer standing in front of it pulls his weapon and immediately fires at least two shots at close range, jumping back as the vehicle moves toward him.

Trump administration officials have painted Renee Good as a domestic terrorist who tried to run over an officer with her vehicle. State and local officials in Minneapolis, as well as protesters, have rejected that characterization.

Becca Good has not responded to calls and messages from The Associated Press. Her statement provided no further detail about the day of the shooting and instead focused on memorializing her wife.

The couple had only recently moved to Minneapolis and were raising Renee Good’s 6-year-old son from a previous marriage.

Becca said Renee was a Christian who “knew that all religions teach the same essential truth: we are here to love each other, care for each other, and keep each other safe and whole.”

She thanked the people all across America and the world who had reached out in support of their family.

“Renee sparkled. She literally sparkled,” Becca Good wrote. “I mean, she didn’t wear glitter but I swear she had sparkles coming out of her pores. All the time. You might think it was just my love talking but her family said the same thing. Renee was made of sunshine.”

Far from the worst-of-the-worst criminals President Donald Trump said his immigration crackdown would target, Good was a U.S. citizen born in Colorado who apparently was never charged with anything beyond a single traffic ticket.

In social media accounts, she described herself as a “poet and writer and wife and mom.” She said she was currently “experiencing Minneapolis,” displaying a pride emoji on her Instagram account. A profile picture posted to Pinterest shows her smiling and holding a young child against her cheek, along with posts about tattoos, hairstyles and home decorating.

Her ex-husband, who asked not to be named out of concern for the safety of the two now-teenage children he had with Renee Good while they were married, told the AP on Wednesday that he had never known her to participate in a protest of any kind.

Becca Good said the couple, who had previously lived in Kansas City, Missouri, had settled in Minneapolis after an “extended road trip.” She said people they encountered in the Twin Cities had provided a strong sense that “they were looking out for each other.”

“We were raising our son to believe that no matter where you come from or what you look like, all of us deserve compassion and kindness,” Becca wrote. “I am now left to raise our son and to continue teaching him, as Renee believed, that there are people building a better world for him. That the people who did this had fear and anger in their hearts, and we need to show them a better way.”

Gen Z are arriving to college unable to even read a sentence—professors warn it could lead to a generation of anxious and lonely graduates

As Gen Z ditch books at record levels, students are arriving to classrooms unable to complete assigned reading on par with previous expectations. It’s leaving colleges no choice but to lower their expectations. 

One shocked professor has described young adults showing up to class, unable to read a single sentence. 

“It’s not even an inability to critically think,” Jessica Hooten Wilson, a professor of great books and humanities at Pepperdine University told Fortune. “It’s an inability to read sentences.”

Her observation reflects a broader trend: nearly half of all Americans did not read a single book in 2025, with the habit plunging some 40% over the last decade. And even with young people embracing BookTok, a TikTok subcommunity dedicated to books and literature, Gen Z’s reading habits still lag behind all other generations. Americans aged 18 to 29 read on average just 5.8 books in 2025, according to YouGov.

“I feel like I am tap dancing and having to read things aloud because there’s no way that anyone read it the night before,” Wilson admitted. “Even when you read it in class with them, there’s so much they can’t process about the very words that are on the page.”

Students are struggling to read long passages

With students struggling, academics have been forced to adapt—a move critics describe as “coddling.”

For her part, Wilson has turned to reading passages aloud together, discussing them line by line, or repeatedly returning to a single poem or text over the course of a semester—in part so students can begin to develop the skills to read critically on their own and be prepared for their post-graduate career.

“I’m not trying to lower my standards,” Wilson said. “I just have to have different pedagogical approaches to accomplish the same goal.”

For Timothy O’Malley, a theology professor at the University of Notre Dame, adapting to changes in student behavior hasn’t been especially difficult. It’s always his job to tailor classes to students needs, he argued. What’s more, he said students showing up to class unprepared is nothing new.

Early in his career, O’Malley typically assigned 25 to 40 pages of reading per class —and students would either do it or admit they struggled.

“Today, if you assign that amount of reading, they often don’t know what to do,” O’Malley said—noting that many students instead just lean on AI summaries and miss the point of assigned reading.

He traces part of the problem to earlier stages of education, where reading has been framed as a means to an end rather than a pleasure or habit. Years of standardized testing, he argued, have also trained students to scan for information rather than sit with complex texts.

“They’ve been formed in a kind of scanning approach to reading,” he said—useful for navigating news articles online, but far less effective for engaging with dense novels or philosophical works.

Reading is on the decline—and it could have wide-ranging impacts

One major issue among college students isn’t hostility toward reading so much as a lack of confidence and stamina. 

When professors reduce anxiety around grades, students are often willing to give the reading list a go, according to Brad East, a theology professor at Abilene Christian University. 

In his course, he hasn’t changed reading length or difficulty but rather adjusted assignments in light of generative AI to stimulate real critical thinking.

“It isn’t important to me to have stress-filled cumulative exams, nor do I particularly care about grade inflation,” East told Fortune. “I want them to learn.”

The confidence issue is something that Brooke Vuckovic, a professor at Northwestern’s Kellogg School of Management, has seen among business school students. Each term, about 40-50% of her students describe themselves as novice or reluctant readers, but once they are encouraged to begin reading, she said, the shift can be immediate.

And despite Gen Z’s shift away from reading, the habit remains popular among the ultra-wealthy. A JPMorgan survey of more than 100 billionaires released last month found that reading ranks as the top habit that elite achievers have in common.

The consequences of declining literacy extend far beyond grades, classroom performance, or even future careers. Reading, Wilson said, is a way of seeing ideas from other people’s eyes—leading to increased empathy and feeling of community.

“I think losing that polarization, anxiety, loneliness, a lack of friendship, all of these things happen when you don’t have a society that reads together.”

Most police forces banned shooting at moving vehicles decades ago, and Biden asked ICE to do it in 2022. So why isn’t it policy?

Minneapolis is once again the focus of debates about violence involving law enforcement after an Immigration and Customs Enforcement officer shot and killed Renee Nicole Good, a 37-year-old mother, in her car.

The incident quickly prompted dueling narratives. Trump administration officials defended the shooting as justified, while local officials condemned it.

The shooting will also likely prompt renewed scrutiny of training and policy of officers and the question of them shooting at moving vehicles. There has been a recent trend in law enforcement toward policies that prohibit such shootings. It is a policy shift that has shown promise in saving lives.

Decades ago, the New York City Police Department prohibited its officers from shooting at moving vehicles. That led to a drop in police killings without putting officers in greater danger.

Debates over deadly force are often contentious, but as I note in my research on police ethics and policy, for the most part there is consensus on one point: Policing should reflect a commitment to valuing human life and prioritizing its protection. Many use-of-force policies adopted by police departments endorse that principle.

Yet, as in Minneapolis, controversial law enforcement killings continue to occur. Not all agencies have implemented prohibitions on shooting at vehicles. Even in agencies that have, some policies are weak or ambiguous.

In addition, explicit prohibitions on shooting at vehicles are largely absent from the law, which means that officers responsible for fatal shootings of drivers that appear to violate departmental policies still often escape criminal penalties.

In the case of ICE, which is part of the Department of Homeland Security, its policy on shooting at moving vehicles – unlike that of many police agencies – lacks a clear instruction for officers to get out of the way of moving vehicles where feasible. It’s an omission at odds with generally recognized best practices in policing.

ICE’s policy on shooting at moving vehicles

ICE’s current use-of-force policy prohibits its officers from “discharging firearms at the operator of a moving vehicle” unless it is necessary to stop a grave threat. The policy is explicit that deadly force should not be used “solely to prevent the escape of a fleeing suspect.”

That point is relevant for evaluating the fatal shooting in Minneapolis. Videos show one officer trying to open the door of the vehicle that Good was driving, while another officer appears to be in front of the vehicle as she tried to pull away.

Shooting to prevent the driver simply from getting away would have been in violation of agency policy and obviously inconsistent with prioritizing the protection of life.

ICE’s policy lacks clear instruction, however, for its officers to get out of the way of moving vehicles where feasible. In contrast, the Department of Justice’s use-of-force policy makes it explicit that officers should not shoot at a vehicle if they can protect themselves by “moving out of the path of the vehicle.”

Notably, President Joe Biden issued an executive order in 2022 requiring federal law enforcement agencies – like ICE – to adopt use-of-force policies “that are equivalent to, or exceed, the requirements” of the Department of Justice’s policy.

Despite that order, the provision to step out of the way of moving cars never made it into the use-of-force policy that applies to ICE.

The rationale for not shooting at moving vehicles

Prioritizing the protection of life doesn’t rule out deadly force. Sometimes such force is necessary to protect lives from a grave threat, such as an active shooter. But it does rule out using deadly force when less harmful tactics can stop a threat. In such cases, deadly force is unnecessary – a key consideration in law and ethics that can render force unjustified.

That’s the concern involved with police shooting at moving vehicles. It often is not necessary because officers have a less harmful option to avoid a moving vehicle’s threat: stepping out of the way.

This guidance has the safety of both suspects and police in mind. Obviously, police not shooting lowers the risk of harm to the suspect. But it also lowers the risk to the officer in the vast majority of cases because of the laws of physics. If you shoot the driver of a car barreling toward you, that rarely brings a car to an immediate stop, and the vehicle often continues on its path.

Many police departments have incorporated these insights into their policies. A recent analysis of police department policies in the 100 largest U.S. cities found that close to three-quarters of them have prohibitions against shooting at moving vehicles.

The gap between policy and best practices for protecting life

The shooting in Minneapolis serves as a stark reminder of the stubborn gap that often persists between law and policy on the one hand and best law enforcement practices for protecting life on the other. When steps are taken to close that gap, however, they can have a meaningful impact.

Some of the most compelling examples involve local, state and federal measures that reinforce one another. Consider the “fleeing felon rule,” which used to allow police to shoot a fleeing felony suspect to prevent their escape even when the suspect posed no danger to others.

That rule was at odds with the doctrine of prioritizing the protection of life, leading some departments to revise their use-of-force policies and some states to ban the rule. In 1985, the U.S. Supreme Court ruled that it was unconstitutional for police to shoot a fleeing suspect who was not a danger.

Banning that questionable tactic notably led to a reduction in killings by police.

This history suggests that clear bans in law and policy on questionable tactics have the potential to save lives, while also strengthening the means for holding officers accountable.
